It is against the law to drive a vehicle with an unsecured or improperly secured load. The load must be fastened down or covered to prevent the load from shifting, becoming loose, detached or causing a hazard on the road or highway. Load Regulations
According to the Code of Federal Regulations, it is a misdemeanor to drive a motor vehicle with an unsecured load or an incorrectly secured load.
Truck drivers are required to do pre-trip inspections, including inspecting the security of their load. Once on the road, they are required to check their loads periodically to confirm that they are still secured properly. To drive with an unsecured load is negligence.
